The No 3 Nghi Son Industrial Park in Thanh Hoa is managed by Vietnam Industrial Parks Investment Corporation (VIPIC), and it is a significant project in the development strategy of the Nghi Son Economic Zone in Thanh Hoa province. It is one of the five national key projects to establish a diversified economic zone, focusing on favorable conditions and incentives to attract investments in various industrial sectors, including mechanical engineering, precision engineering, electrical equipment, construction machinery, medical equipment, consumer goods manufacturing, and garment production. This is expected to be one of the most attractive projects in Thanh Hoa province.

  • Power source: Construction of a 22kV power line from the 110/22kV substation of Industrial Park No. 5 to provide electricity to the industrial zone.

Water and Wastewater:

  • Clean water capacity: 60,000m3/day and night
  • The water supply system is extended to the foot of the fence.
  • Mineral water, steam, and purified water can be provided according to customer needs.

5. Rental cost and fee of No 3 Nghi Son Industrial Park

Land Lease Price with Infrastructure (LLPI) and Payment Schedule:

60-65 USD/m2/project lifespan. (The unit price, with infrastructure, calculated in VND, will be updated according to the USD exchange rate at the time of signing the land lease contract. The above price is applicable only until the end of the first quarter of 2024).

Management Fee:

Annual management fee: 0.5 USD/m2/year

Electricity Price:

According to the national electricity tariff

  • Normal hours: 1,685 VND/kWh (0.07 USD/kWh)
  • Peak hours: 3,076 VND/kWh (0.13 USD/kWh)
  • Off-peak hours: 1,100 VND/kWh (0.05 USD/kWh)

Clean Water and Raw Water Prices:

  • Clean water price: 0.75 USD/m3
  • Raw water price: 0.35 USD/m3

Wastewater Treatment Fee:

0.35-0.85 USD/m3

6. Investment Incentives of No 3 Nghi Son Industrial Park

Tax Rates:

For new projects, a preferential tax rate of 10% is applied for 15 years, starting from the year the enterprise generates income. This includes income tax exemption for investors in the first 4 years and a 50% reduction in tax payable for the following 9 years.

Import Tax:

  • Exemption from import duties on goods used to form fixed assets, such as specialized transport vehicles or technology lines serving the investment project, and vehicles for transporting workers.
  • Exemption from import duties for 5 years, from the start of production, for raw materials, supplies, components, and finished products that Vietnam has not yet produced or produced below quality standards.

Land Rent Reduction or Exemption:

  • Land rent is based on the provincial People’s Committee’s issued price framework in Thanh Hoa province, which remains stable for several years.
  • Exemption from land rent payments to the budget during the basic construction period, up to a maximum of 3 years from the date of project approval, and exemption from years 11-15 from the start of project operations, depending on the industry sector enjoying the incentives.
