Saigon – Chan May Industrial Park & Non-Tariff Zone

The Saigon – Chan May Industrial Park & Non-Tariff Zone is invested by Saigon – Hue Investment Joint Stock Company, a member of Saigon Invest Group (SGI). It is one of the leading groups with extensive experience in developing and constructing industrial parks, as well as attracting Foreign Direct Investment (FDI) in Vietnam. With a total investment capital of over 100 million US dollars and a project area of 322.3 hectares, strategically located near seaports, international airports, National Highway 1A, the trans-Asia route AH1, the East-West economic corridor, and the expressway system from La Son – Tuy Loan and Da Nang – Quang Ngai; also positioned between two economic centers, this offers a significant opportunity for industrial development and FDI attraction.

1. General information

  • Total Area: The entire project covers 322.3 hectares, including 255.69 hectares of commercial land, comprising:

+ 64.24 hectares for industrial zone commercial land.

+ 191.45 hectares for non-tariff zone commercial land.

  • Building Area: Building density ≤ 60% of the land area.
  • Land Elevation: Average elevation between +3.2m to +3.5m (relative to sea level).
  • The Load-bearing Capacity of Land:

Based on geological surveys and test results, the ground in the planned construction area is relatively homogeneous, composed of sand to a depth of 10.0 meters, demonstrating good load-bearing capability. Currently, both workshop and two-story office buildings are constructed on shallow foundations ranging from 1.5 meters to 2.5 meters in depth.

However, depending on the scale and load of the construction, the design considers calculations and selects foundation solutions, including depth and suitable placement positions, to accommodate the specific needs and load requirements of the structure.

2. Location and Connectivity

Location of Saigon – Chan May Industrial Park & Non-Tariff Zone

The project is situated within the Chan May – Lang Co Economic Zone, in Loc Tien and Loc Vinh communes, Thua Thien Hue Province. It is approximately 710 kilometers north of the capital city, Hanoi, and 1000 kilometers south of Ho Chi Minh City.

Transportation:

  • Roads and Railways: The Saigon – Chan May Industrial Zone & Non-Tariff Zone is located on the National Highway 1A, the trans-Asia route AH1, the North-South expressway, situated 39 kilometers from the center of Da Nang City and 59 kilometers from Hue City. Additionally, the ongoing expansion of the Hai Van Tunnel, along with the planning for an additional tunnel, will facilitate seamless transportation from North to South and along the East-West Economic Corridor. Integration with the North-South railway system and inclusion in the planning of the North-South expressway will diversify freight and passenger transportation methods.
  • Seaports: Currently, the Chan May seaport is undergoing construction, including wave barriers and the establishment of Container Terminals 2 and 3, along with the development of a modern logistics warehouse system for efficient post-handling. Furthermore, the Lien Chieu port, set to become a major cargo handling port (anticipated to be mostly completed by 2025), will significantly boost maritime freight transportation.
  • Airports: The Saigon – Chan May Industrial Zone & Non-Tariff Zone is strategically positioned between two major airports in Central Vietnam: Da Nang International Airport (38 kilometers away) and Phu Bai International Airport (42 kilometers away). This location greatly facilitates the transportation of passengers and goods.

3. Facilities and Amenities

  • Internal Road System: The largest road cross-section measures 36 meters, while the smallest measures 23.5 meters.
  • Electricity Supply: The project is connected to the national grid (110KV) through a 110/22KV transformer station with a capacity of 2x40MVA. A medium-voltage power transmission system (22KV) is installed along the internal roads within the industrial zone.
  • Water Supply:– Water supply capacity: 25,000 m3/day-night.

    – Water supply pipelines are installed along the internal roads within the industrial zone.

  • Wastewater Treatment System:– Wastewater drainage pipelines are already installed along the internal roads within the industrial zone.

    – Phase 1 centralized wastewater treatment station has a capacity of 4,900 m3/day-night.

    – Plans include a separate wastewater treatment station for the Industrial Zone and non-tariff Zone with a capacity of 14,000m3/day-night.

  • Fuel Supply: Chan May port features a fuel depot with a capacity of 22,000 m3.
  • Greenery System: Greenery density ranges from 15% to 20% (in compliance with Vietnamese construction standards).
  • Communication and Waste Management System: The investor has signed contracts with government-managed entities for communication systems and waste disposal.

  • Infrastructure usage fee: $0.55/m2/year

Electricity Rates

Dependent on voltage and usage time, currently following Decision No. 2914/QD-BCT dated November 11, 2023, by the Ministry of Industry and Trade (excluding VAT):

  • Voltage from 6 KV to under 22 KV:

  + Normal hours: 1.729 VND

  + Peak hours: 3.194 VND

  + Off-peak hours: 1.124 VND

  • Voltage under 6 KV:

  + Normal hours: 1.809 VND

  + Peak hours: 3.314 VND

  + Off-peak hours: 1.184 VND

* Note:

  + Normal hours: a) Monday to Saturday: 4:00 – 9:30, 11:30 – 17:00, and 20:00 – 22:00; b) Sunday: 4:00 – 22:00.

  + Off-peak hours: a) Monday to Saturday: 22:00 – 4:00; b) Sunday: 22:00 – 4:00.

  + Peak hours: a) Monday to Saturday: 9:30 – 11:30 and 17:00 – 20:00; b) Sunday: none.

Water Rates:

  • Dependent on the applicable time, currently following Decision No. 425/QD-XDCN dated August 26, 2016, by Thua Thien Hue Construction & Water Supply Company (HueWACO).
  • Manufacturing water rate: 13.653 VND/m3 (excluding VAT).
  • Wastewater treatment fee: As per the specified rates by the wastewater treatment plant within the Chan May – Lang Co Economic Zone. Currently at 7.520 VND/m3 x coefficient K (1≤ K ≤4.5) (excluding VAT).

6. Investment Incestives

Corporate Income Tax (CIT)

The CIT rate is 10% for 15 years from the first year a business generates revenue. It’s exempt for the first 4 years and reduced by 50% for the following 9 years, starting from the first year the business generates taxable income.

Customs Duty Exemption

  • Imported equipment and machinery for fixed asset creation in the project are exempt from duties.
  • For imported raw materials used in manufacturing goods for export, if import duties have been paid, corresponding to the import duty rate of the export product, the taxes are refunded (temporary import for re-export).

Transparent, Fair Business Environment, and Simplified Administrative Procedures:

  • The Thua Thien Hue provincial government has established and operates a Public Service Portal and utilizes an Electronic Business Card system, allowing businesses convenient access to information and administrative procedures.
  • The issuance of Investment Certificates, Business Registration Certificates, and other administrative procedures are handled simply and promptly following state regulations.
