The Le Mon Industrial Zone – Thanh Hoa
The Le Mon Industrial Zone in Thanh Hoa Province prioritizes the development of processing, agriculture, forestry, textiles, and garment industries. It offers the advantage of low land prices, attracting both domestic and foreign investors.
- Geographic Location:
The La Mon Industrial Zone in Thanh Hoa Province was established and approved by the Prime Minister’s Decision No. 186/1998/QĐ-TTg on September 25, 1998, and Decision No. 1396/QĐ-TTg on October 29, 2001, which modified certain provisions of Decision No. 186/1998/QĐ-TTg regarding the establishment and approval of the investment project for construction and operation of infrastructure for the Le Mon Industrial Zone in Thanh Hoa Province.
This is the first concentrated industrial zone in Thanh Hoa Province, located 5 km east of the center of Thanh Hoa City and National Highway 1A. It is 1 km away from Le Mon Port and 60 km from Nghi Son Seaport.
The defined boundaries are as follows:
- To the North: Quang Chau River
- To the South: National Highway 47
- To the East: Quang Phu Commune
- To the West: Thanh Hoa City

With an area of 87.61 hectares, the industrial zone is designed with modern infrastructure, including wide internal roads, extensive greenery, electricity supply, and wastewater treatment systems. The flexible land parcels conform to international standards and are suitable for various types of factories. Lease Term: 50 years (2009-2059) Land Title: Red book (land use certificate) Industrial Zone Direction: The Le Mon Industrial Zone, located in Quang Hưng Commune, Thanh Hoa City, covers a planned area of 62.61 hectares with an initial investment of 63.5 billion VND. However, due to local circumstances during its construction, the Thanh Hoa Provincial People’s Committee decided to expand it further. Currently, the total area of the Lễ Môn Industrial Zone is 87.61 hectares, with an investment capital of 113.3 billion VND.
Le Mon is envisioned as a multi-sector industrial zone that utilizes modern high-tech technology, is environmentally friendly, and complies with international standards. It is expected to attract industries such as:
- Mechanical assembly, electronic component production
- Consumer goods manufacturing, handicrafts
- Textile and garment industry
- Food processing and agricultural products, among other industries

Thanh Hoa Province is projected to have approximately 4,114,600 people in need of employment in 2019, with an average income of around 160 USD per month. This abundant labor force, combined with labor from neighboring provinces, can meet the workforce requirements of businesses in the industrial zone.
- Infrastructure & Facilities:
Landscape: Over 12% of the total area of the industrial zone is covered with greenery along roads and in other areas.
Grasslands and public green spaces are planted to improve the industrial zone’s environment.
Construction projects for factories and housing areas must be approved by the management board.
Land conditions: Average ground elevation is 9 meters, and the soil is well-prepared.
Internal road system: Designed to ensure smooth traffic throughout the industrial zone. The road network includes:
- Main roads within the industrial zone are 32 meters wide with 4 lanes.
- Branch roads within the industrial zone are 23 meters wide with 2 lanes. All internal roads are designed and constructed in accordance with national standards, and they are paved with asphalt. They also have a complete and aesthetically pleasing high-pressure lighting system.
Electrical supply system: Power is supplied to the industrial zone from the 110/35/22KV transformer substation. The high-voltage electrical network runs along internal roads within the industrial zone.
Water supply system: Clean water is supplied at a capacity of 100,000 m3 per day and night from the clean water plant. Water is supplied to the industrial zone’s fence via an international standard water supply pipe network.
Wastewater and waste treatment system: Wastewater is collected and treated at the industrial zone’s wastewater treatment plant, meeting Class A water standards (QCVN 40:2011/BTNMT) before being discharged into the common system of the industrial zone. The wastewater treatment plant has a processing capacity of 2,900m3 per day and night.
Waste is sorted, collected, and transported out of the industrial zone by contracted factories to avoid environmental pollution.
Emission control: Factories are equipped with emission control systems to meet national standards before discharging into the natural environment.
Communication system: The industrial zone is equipped with an underground communication cable system, providing communication services to the factory fences via international standard cables. Through the information center of the industrial zone, various information communication needs are met, including private switchboards, international telephone service, remote conferencing, dedicated channels, high-speed internet, email, etc.
Fire prevention and firefighting system: The industrial zone is equipped with a fire warning, prevention, and firefighting system that strictly adheres to national regulations. Water supply points for firefighting are installed at internal road intersections and at all factories to ensure effective protection of the entire industrial zone from fire and explosion incidents.
- Management Fees:
- Industrial Zone Management Fee: 1 USD/m2/year. This fee is paid annually in the first month of the year.
- Electricity Usage Fee: 0.1 USD during peak hours / 0.05 USD during normal hours / 0.03 USD during off-peak hours.
- Clean Water Usage Fee: 0.40 USD/m3. The consumption of clean water is calculated based on the meter readings.
